The idea behind limiting group sizes is simple: by lowering the maximum number of people together in one space, the chance of one of them unknowingly shedding the virus becomes smaller. Unfortunately, within the groups, the spread goes just as quickly as it normally does. Combined with the fact that now and then each individual interacts with one from another group, the virus is still passed on.
